In my view the best approach that Watchtower could use is to be upfront and admit that their approach is flawed and then start again with a clean slate. This would also mean giving up their doctrine that salvation is exclusively theirs and recognize that they are not the especially anointed.
I'm afraid that for them this is unlikely to happen and they will just continue digging even though the hole is getting deeper.
People tend to be very forgiving of those who openly and frankly admit mistakes and then take positive steps to rectify them.
