Good point .
Further to that , they could use private parking spaces in the area under a disruptive model ( such as Uber , Air BnB etc ) . You pay a small fee to park your car at someone's place . As you say , it saves on council provided facilities , utilises otherwise unused vacant space , is probably more secure than a railway carpark and possibly provides a small income for the person that owns the space .
