Those shorts are at the minimum two days in arrears. The problem is with a lot of those figures not all those short positions will be taken, a considerable number will not be used. I dont think any of those figures account for borrowing of customers shares by the company holding them for short taking derivative positions. The customers get a premium for going into these deals.
