    The 2011 census recorded 19,369 people born in Sudan. Of these, the largest number were living in the state of Victoria, (6,085), followed by New South Wales (5,629), Western Australia (2,722) and then Queensland (2,582).

    Can't find more recent definitive statistics.

    Not sure if your stat table is for Australia or Victoria. Let's go with whole of Australia.

    846 offenders means that means that 4.6% of the Sudanese population are offenders.

    I couldn't be bothered finding a total number of 'Australians' statistic, which alone is difficult to define. Let's be nice and assume a probably low figure of 15,000,000. 59,048 offenders in 15,000,000 is 0.39% of the population being offenders.

    See the problem now? That means a Sudanese person is around 13 times more likely to to commit a crime than an 'Australian'.
