It has cash of $1.2 million, 30m shares in SAR worth $7.8m and no debt for net assets of $9m.
I would expect a discount for liquidity but this is a bit extreme. I also have a favourable view on SAR so Timpetra is a cheap way to play that... If you can get any stock of course.
