EXACTLY 12 months after Kevin Rudd opened ASIO’s new $700 million headquarters in Canberra, not a single spy has moved into the glass-fronted monolith on the shores of Lake Burley Griffin.
Not even the plaque recording the official opening on July 23, 2013, has been put on the wall. It is stored in the desk drawer of the building site manager.
