He has no guarantees regarding new water, he is just being a grandstanding populist.
The federal government is only one of four that would need to find water other than through buy-back, which even Xenophon is against. Qld, NSW and Vic governments will need to be involved. Turnbull has obtained his vote with shallow promises to assist - and good on him for doing so.
Xenophon actually said on radio that now that he had the water agreement his team could consider the ABCC bill on its merits. He should be doing that in the first place, as pointed out by Hanson yesterday. This practice of trading off votes for unrelated concessions is a boil that needs to be lanced. If only.
