NBN should be guaranteed as each node will be fibre optic and each house will have a separate copper cable rather than being restricted to dedicated frequencies on the main telephone line like ADSL.
The frequencies ADSL uses allow for high bandwidth but also decay quickly, where as NBN should have a wider range of frequencies thus allowing for less decay per distance.
