Following the ratification of the bill amending theLand Resources Act, during the Council ofMinisters held on Wednesday, April 12, 2023,Minister RAKOTOMALALA Herindrainy Olivierexplained the major reforms including them duringhis press conference on Friday, April 14, 2023

Memory
- A law passed in 1999 and amended in 2005governs the natural resources of the land that is inforce now. So many outdated aspects to this
- There have been many changes in the past 18years that the Constitutional Resources Authority isneeded to be updated in order to achieve thedevelopment goals of Madagascar and to make itin line with the reality on the international level
- There will also be the implementation of the 10Regulations on the sustainable management andinheritance of natural resources, including the soilresources that are non-renewable

The reform of the Land Resource Law wasdesigned in a series of deliberation andconsultation with the participation of variousstakeholders and stakeholders, and all necessarysteps passed.The next step is to introduce this bill to theNational Assembly for consideration during itsMay 2023 session.

And Some of the important amendments in the Billwere explained by the Minister:
- Regarding mining permits (mining permits): type,method of obtaining, size of extractable miningareas, duration, rush management, etc.
- Mining taxation
- Withdrawal of investment in real estate
- Establishment of the Mining Fund for Social andCommunity Investment
- Implementation of energy mineral substances
- Introduction of the Career Plan
- Installation of the "Gold Central"
- Fametrahana nyIlGemstone counter
- Introduction of special conditions on respect forhuman rights and environmental assessment.
