Temporary credits do not change people's behaviour, that's why it's a stupid statement.
I've got a $300 credit that means I don't have to pay anything for electricity this quarter so I'll run my air con 24/7 so I do have to pay an electricity bill! Sure right, of course people will do that when they're struggling to pay all there other bills. Moronic
