I I believe the reason that it is not yet available in Australia may well be because they wish to stagger the release from country to Country
this enables them to better control and ensure that the App isn't overused and overloaded by 500 million new users in one go, there by creating a not so great user experience for brand new potential customers of World Phone.
big firms like Microsoft apple and blackberry have done this in the past when they release new products and expect masses of downloads.
