I suspect the best solution would be for the government (at some stage), via ATO have the ability to indicate Yes/No eligibility of such grants on the basis of business rules applied to that particular grant.

And then provide access to a utility (for example) to interrogate that availabiliity.

Which in itself would be a very big piece of work.

The previous electricity grant was given to the welfare recipients so why not this one?
Obviously there must have been the IT development to implement the previous policy.
