It's not just that most of the oil and gas in Namibia is targeted for export which is easier if it offshore and moving it by tankers ships rather than pipelines and trucks. Zimbabwe is going to come down to if you believe there really are backers with enough cash to build power stations to power Zimbabwe and south Africa noting that trying to sell power to poor Africans with not much cash is a very different propositions then selling oil and gas to Europe.
