Possibly, but it could also just mean they don't want to risk a hostile takeover on market against the wishes of management. If they have no protection from such activity, anyone could buy up bulk stock and probably not run it more than 10c, ending up with enough power to shuffle the board around as they see fit.
Makes sense IMO, but I thought if they were listed on ASX they'd be protected from Corp Act anyway. There's something new I've learned.
