"Does she want control"? numerous factors in play incl anticipated LT demand, is it truly a Tier 1, plus personal attributes ("I want to call the shots without interference" - dont know her well enough to comment !!!)
I suspect like most s/holders who havent sold into $3.50, she too is waiting for guidance from next lot of results partic TA 3 (someone said 2-3 weeks away: cant remember who. Is that a reasonable guess??) No reason I can see for anyone to be buying above $3.50 until they - and even the results after those - are released. I'm hoping they justify an offer beginning with at least a "4".
If she, at some stage answers "yes", then the further fun/excitement will begin.
