I'm struggling to understand the deal here. PM's shares were sold to Regal? Doesn't this notice simply show that sale, and Regal still hold those shares? Wouldn't we need to see a ceasing to be substantial holder notice from Regal before we knew those shares were now in the hands of retail investors?
