When the stock trades without rights to the dividend. So anyone that holds the shares on the record date (set out when div is announced) is entitled to receive the dividend. After this date, the entitlement is finished so those buying after the record date don't receive the dividend. It's normal to see the share price fall by about the amount of the dividend when it goes ex-dividend, as new holder won't receive this benefit.
