Another POV is we don't know who all the separate entities that are smaller holders are.
That is, it's possible to disguise the final beneficial holder (as bragged by the madam in an inadvertent moment and quoted back by me with some frequency).
They can be related parties or just with the potential to act in concert.
So a white knight with a blocking stake in the company is excellent insurance. Getting closer to that figure.
