My industry experience is pretty stale, but I participated and/or observed enough projects to know that there is in reality projects progress in a wide variety of ways to suit the particular challenges, and to suit the styles of key players.
In this case I’d say locking onto a particular FPSO long before FID would be likely. Getting a drilling rig lined up might be another,. You can use your imagination.
