The average from discovery to production for miners is 16 years. This is a Western problem , Government's create too many laws which requires more people to enforce those laws which ends up costing more . When China or Russia want something done they do it. Where our clowns in parliament sit and argue for a few years and nothing gets done , their term ends and they move on passing it to the next clown who argues some more. Once the the first clown is done milking the taxpayer he moves on to become a director of these companies. $$$
