If they get to take that much in stock they either dump (unlikely) or pump and dump or distribute to the unwitting who eventually dump. Or put it in the bottom draw.
Or, quite likely (?), their connections and opinions suggest EPA and Ministerial approval is coming and they'll be happy to maximise the underwrite amount.
Lots of slanging off management on stock forums would help if that's the game.
