Y4 ... I think maybe you are confused ... there is a big difference between have a chemical plant in continuous commercial operations producing 75 - 100 tons of product a day to a pilot/demo/qualification plant that produced a few tons a week.
SYA was clear in the PTS
Does that sound like a (modern) plant capable of being switched back on without a large investment of capital (C$555M+) and time.
So no ... not a commercial producing plant ... but I'm just being pragmatic. Ask for the history & details from Sylvain.
