How many parts have been removed and used elsewhere at NAL?
How rigorous have they been in tracking what has been removed?
How much of the original fit out is now obsolete because of technical advancements that have been made?
It may be, that modernising the existing plant could cost more than it would to build a fully electric mid-stream refinery that would at least get them part the way down the track to being a down-stream chemical producer.
The question then is, would the Government of Quebec approve of that change in direction?
Would G of Q accept that mid-stream processing meets the requirements they set down before allowing SYAQ to acquire NAL?
All of this needs to be taken into account and the partners need to agree on it.
