If you go by what KP said in his interview on the Rock Stock Channel, neither PLL or SYA are in a position to sign a cheque for recommissioning an incomplete lithium carbonate plant.
Reopening it will be dependent on a third party taking it on.
Which presents the dilemma, of whether a third party would want to fix an old plant or to build a new one from scratch?
