Why would winsome wait to construct a haul road if doing so might delay production or add addition cost?
It won't take long to survey a route and have it permitted. The 80km north didn't take long at all. Why would the 80km south be different?
They could then just construct it. Timing to commence construction would be immediately post PFS.
The waiting is for government funding - but a reimbursement would work fine if we can finance it.
There are multiple funding avenues available (and a precedent set with Stornoway re: road commitments), a commitment already to build this specific road through the alliance (albeit later than we need it) so I think there would be little risk that winsome would be left to foot anything but a relatively trivial amount of the final bill.
Others will want access to the road too - and you would expect none of it is for our exclusive use.
