Thats how US anti-dumping cases work. The industry lodges a claim against certain countries (their main competitors). Individual companies provide documents and then the courts determine anti-dumping rates for each company in each country. Quite often it has nothing to do with market price but how much competitive advantage / lower cost price international companies have over the USA. Just a form of protectionism for the USA
