Not necessarily. Could just be that they want to acquire the land now, at a price based on todays valuation, rather than attempting further growth in 10-15 years' time at a much higher price point.
CE has always looked at Costa Feugo through the scope of a long-term time horizon, and this is no different.
I also dont think this disrupts current activities around the PFS as it just allows for further growth through PFS revisions, as stated by others previously.
