The argument that "they can't get rid of AVZ, they NEED AVZ" is fickle. AVZ is easily replaceable.
The argument that "they can't get rid of AVZ, think of the reputation damage" is also fickle. There's a few here who think every country operates like little old Australia. Have a look at mining laws in Indonesia, South Africa, Russia, Mongolia etc. Large mining jurisdictions that operate successfully with extremely unforgiving stance towards privately owned companies, and a strong bias towards the state.
