IMO it's far more important for what it says about the relationship than any financial impacts, there have been points of tension with JARE/Japanese Govt, most recently when they wanted Lynas to commit to selling a large quantity NdPr into their national reserve stockpile ~$40kg, understand they threw a bit of a hissy fit on Lynas refusal.
Clearly a symbiotic relationship but these concessions & previous suggest weight has moved towards Lynas in that relationship.
With NdPr back to $75kg today we are unlikely to see anything like the H2 numbers until Lynas can raise volumes substantially & broaden their product range, potential dividends are far more valuable invested to that purpose.
