I understand the government's position in choosing which locations to explore. If I were to subsidize a company to conduct drilling projects, I would do it for the "blue sky", riskier locations. If someone wants to drill somewhere where it is 99% sure they will hit high grade gold, then the company should fund that themselves. After all, they will make heaps of money anyway afterwards.
