We can talk about so called "quality" management and the lack of a "thorough understanding" of the resource but what is the underlying cause?

Why did management sell their shares during the previous CR? Why can't the project attract "quality management?" Why don't they have a "thorough understanding" of the resource?

Its a dud project.
