Not sure of your background as you certainly seem to know your stuff, but acid soaks or stimulation pretty standard to assist the flow through fissures & fractures also clean ups.
Surfactants it seems can assist separation and flow but also gas-lift, water jetting another and if suitable ESP's all EOR tech but you are correct adds to the price of the barrel ultimately.
The other positive point you have highlighted being shallow/stacked and in a country that needs the oil and has plenty labor but not so sure about skillset.
I'm happy to hold on and see where this one goes little bit upside down anyway at present let's hope not for long, seems well underpriced imo.
