That’s the point they didn’t give it the grind or float time the first time around as they were concentrating on maximizing throughput rather than recoveries. Working the mills too hard not giving the ore the time to grind to sub 45 micron and then not giving it float time for the fine zinc particles to float.
They had a choice slow it down and maximize the recoveries or pump it through quicker and maximize the amount of zinc and hence NPV you produce. They chose the option that maximized the NPV
