Governments get their money traditionally from royalties and taxing profits . Not project ownership. Investors will invest where they get the best returns.

If two projects are equal, but you have to do all the work, for half the gravy in one, and not the other. Money will flow elsewhere, into exploration, then comes development. Without the juniors who mature, there are no developers.
