The quoted $3m cost is for Bluff and probably includes the extra costs associated with the 3d simulation and the extra testing, which may not necessarily be required with future wells.
It's become common knowledge now, drilling and fracking costs are down 20% on "average" and the average cost to drill a conventional well is $1.5 million.......
$3m minus 20% = $2.4m.
Even I can work that one out.
