The sp doesn't have a brain to think. You should be able to think for yourself rather than rely on the sp to do your thinking for you.
How can you possibly conclude that the sp is "definitely" reflecting anything about any level of risk with construction?
You can not. The plant couldn't be much simpler unless there was no plant and it was just direct shipping ore.
The larger plant components were already manufactured in the USA, paid for and delivered to site. The main plant is just a simple crusher and dryer. Bagging would have been simple too but most, if not all product will be bulk shipped now anyway.

I did and reading a standard list of all potential risks in an annual report, as required by the ASX for all listed companies, usually does not give an indication of whether those risks are high or low. It certainly doesn't indicate that there is any higher than normal risk for construction.
Sop yes, to say there are big construction risks is another false and misleading statement. Only someone with an objective to down ramp is likely to continue to make misleading statements and to keep repeating them as often as you do.
