at the time of the particular study yes.
it's an analysis of the entire project as an investment case.
since the study, the plant has been built etc.
so if there was a feasibility study done now asking "shall the project continue", then sunk costs would not be included in the calculation of npv.
an investor should know the definitions:
dfs, bfs, npv, sunk costs, rrr, discount rate etc.
