I'm assuming IMEC doesn't keep any materials, such as wafers, on hand. Each development customer probably buys their lot's worth from a supplier to meet their own unique requirements.
It might seen inconsequential but it indicates whatever work they are doing now isn't going to change the design to the extent the exact spec of the materials they need may change.
The company gets pilloried for not being an open book and when they do try to keep shareholders a bit more informed they get pilloried also.
Tough crowd.
