I don't think they would vote yes anything less than 30c.
What they do need is someone to provide (ideally) a binding offer, conditional on PPSA in its current draft.
Share price will then run up to that offer Value. Then whilst waiting for PPSA, raise to instos at around the offer value so they can keep progressing the work program, ultimately increasing the value of the company
