That sentence you mentioned is a bit of a brain teaser. It seems to me to be able to be read 2 different ways. Yes it could be PAR has been working with the FDA. BUT with emphasis on different words it may mean PAR working away by themselves while the FDA goes through its waiting period. Jesus I hope someone understands what I’m trying to say otherwise it’s back to the clinic for me.
