As @Tipton says, it is not make or break but the passage of the legislation will go a fair way to creating certainty for the business model they are looking to achieve with the large scale gas plants.

Also, there is no guarantee the ITC bill will make it through the Senate this week. There may well be additional amendments put forth by the Senate which would then entail debate, and possibly a further committee report. We shall have to see what the week brings, today is presumably a public holiday in Canada so we won't know anything on the progress until Wednesday our time.
