From a negiotating persepective, holding the payment back may be a tactic to force any fence sitters into making an offer, prior to advertised deadlines
What will be interesting will be the details of any deal. If they do something similar to COP-WPL, I'll be livid.
Would be funny for WPL if COP bought back in at near the bottom of the market (unlikely, as you only get one Bond in your life)
