In the magical thinking world of the Gang a single "right" action results in immediate success - ECT say or do something and instantly the board's of NLCIL and NMDC snap to and start signing documents. Any day that passes without a final agreement is evidence that ECT have done the "wrong" thing.
In the more nuanced real world it is years of small actions and activities.that finally result in a durable agreement - the final agreement is the smallest part really.
Does anyone with an ounce of wit really think that the final decision is a single atomic moment? There has been a continuum of actions from ECT that will shortly result in a signing. Not saying it wouldn't have been nicer if it was spread over a few less years but it is now obvious even to Blind Freddy how this is going to end, and it irks them to the core.
