There's Claystone and Sandstone in the photo...both look "soggy" simply because someone has put water on the sample. Commonly done when doing a microscope description of sidewall cores or cuttings. Descriptions are usually done on a wet sample and water is also put on samples to get an idea of porosity/permeability.
Note the USGS rock colour charts commonly used at the wellsite and in labs are actually designed for use on wet (outcrop) rock samples.
