No, because if it was cap raising it would have started as a TH from the company itself. This is a suspension by the ASX, and (i'm turning off HC now for this reason) no one knows why, except them and the company. The listing rule referred to (17.3) is very broad and can basically be applied to any situation they see fit to apply it to. They have potentially made some monumental stuff ups of late (see MUS) and they may be quite edgy all of a sudden.
