Yeah, it's a bit roundabout but essentially they are reducing risk of revenue halt. They must have determined that they need to continue a stable revenue stream and cannot afford the risk of a shutdown + wet weather. If they take a 36 day shutdown and they also experience significant wet weather delays from the (almost inevitable) wet summer, then they won't have a cashflow. Cashflow has a tangible value that the board has weighted more heavily than ideal PA production figures.
