It’s a pretty simple fix to avoid this scenario. When the board makes a decision that they will seek to raise money, they should also request an immediate trading halt until that process is completed. This way no one can take advantage of a leak and, if there has been unusual trading just prior to the halt we have a small group of people making up the board who can be investigated. If you halt only after talking to the Banksters then the leak can come from any one of them, as well as management and the board. Good luck finding the leak at that stage.
The fact that cases like this (also KAR yesterday) won’t be prosecuted and individuals thrown in jail just tells me the authorities are complicit - one and the same, these guys running the financial system. Play at your own risk. Sell high - buy low ALWAYS.
