There is no doubt a capital raise is a financial transaction however I think what vasilios is alluding to is why not simply use the term 'capital raise' as they've done in the past. Does using term 'financial transaction' suggest the capital raise might be done in conjunction with another transaction? Sceptics might argue that they used the term 'financial transaction' to soften the blow from what will be a substantial dilution for existing shareholders.
There is no doubt a capital raise is a financial transaction...
