MSB had a history of delivering failure after failure because they couldn't follow the FDA's instructions (amongst other issues). The price was hitting new lows every day leading up to that announcement, so there wasn't exactly a lot of confidence from most holders (just a few who were loud on HC)
NEU is in a completely different position, delivering strongly over and over again plus the share price clearly reflects strong confidence
