That's a bit different. Companies will often raise a bit before a major speculative event because of the uncertainty around it, so they can guarantee they'll have cash regardless of the outcome. They don't usually do it at the same time, because that serves no benefit in terms of locking in cash before the outcome is announced, or maximising the price by letting it run. That's why I think it must be something bullish rather than a normal raise...
